Base64 Conversion Functions (Magic xpa 3.x)

The BlobFromBase64 function decodes a BASE-64 BLOB variable to a regular Magic xpa BLOB.

The BlobToBase64 function converts a Magic xpa BLOB to a BLOB variable encoded in the BASE-64 algorithm.
